How does Ukraine can get rid of an uncompetitiveness trap?

Adv. board 2015Meeting of Advisory Board on International Project UNIDO “Promoting the adaptation and adoption of RECP (Resource Efficientand Cleaner Production) throug hthe establishment and operation of a Cleaner Production Centre (CPC) inUkraine” was held.

Annual meeting of project’s Advisory board “Promoting the adaptation and adoption of RECP (Resource Efficient and Cleaner Production) through the establishment and operation of a Cleaner Production Centre (CPC) in Ukraine” was held on 21 of January 2016. Project was established under cooperation of Ukraine with the United Nations Industrial Development Organization (UNIDO).

According to the World Economic Forum (WEF), Ukraine «stuck» at the 70-80 interval of ranking positions at the Global Competitiveness Report, inlasttenyears. One of the factors, which seriously limits the competitiveness of both, individual enterprises and the economy as whole, is high energy and resource capacity of manufacturing processes in Ukraine. World Energy Council (WEC), which issues annual ranking on national energy sustainability, emphases, that high level of energy use and amount of the emissions remains the key danger for the energy security of Ukraine. UNIDO project address those issues.

Advisory Board meeting was opened by its head, vice president of Ukrainian League of Industrialists and Entrepreneurs - Vasyl Krutov. He pointed that necessity of wide implementation of the resource efficiency practice at the enterprises is dictated by public policy requirements regarding reduction of resource and energy losses and accessing of energy independence.

Valery Barbash, Vice-Rector’s assistant on scientific work at National Technical University of Ukraine “KPI”,gave a welcome speech. He stressed the importance of cooperation between university and Center towards the training of qualified specialists in resource and energy efficiency.

Lyudmila Musina,coordinator of cooperation between UNIDO and the Center, emphasized the importance of mutual obligations between Ukraine and international organizations regarding achievement of sustainable development goals, in particular through diversification of industry, development of new industries and creation of new job positions.

Director of the Center Igor Shylovych pointed on a fact that Center worked with 20 enterprises at 5 regions of Ukraine during 2015.Effect, gained from implementations of the technical options proposed by the Center’s specialists, will enable reduction in consumption of: power approximately 30 thousand MWh; water – almost 50 thousand ; materials - 105 tons per year and reduction of emissions – 6500 tons per year. He highlighted that resource efficiency is uncontested way of economic development in Ukraine, considering obligations that were taken by our state due to Association Agreement with EU, Resolution of Paris Conference UNIDO on climate change and other important international documents.

According to Technical Director of the Center Valery Pavshuk, energy share in the cost ofUkrainianproducts structure is about twice bigger than European.The sameis true for otherresources(water, materials etc.).

As international practice show,activities on implementation of resource efficient and cleaner production gain maximum efficiency where close cooperation with the government, international organizations, non-governmental sector and enterprises is provided.

Participants of the meeting came to the conclusions that there is a necessity of intensification of such cooperation in Ukraine, including the field of attracting international investment projects, popularization of RECP methods and practicesamong government, industry and public circles. Also was agreed to begin developing proposals to the State Statistic Service of Ukraine regarding transitions to the European evaluation standards of energy and resource efficiency at the enterprises. Moreover, it is necessary to strengthen the cooperation between Ukraine and UNIDO that may be reflected in the text of new Cooperation Framework between UNIDO and Government of Ukraine at 2016-2020, project which is currently being developed by the Ministry of Economic Development and Trade of Ukraine.

In addition: International Project “Promoting the Adaptation and Adoption of RECP (Resource Efficient and Cleaner Production) through the Establishment and Operation of a Cleaner Production Centre (CPC) in Ukraine” operating in Ukraine since 2013. It is aimed to promote the competitiveness of Ukrainian enterprises due to reduction of energy and other resources without decline in production volumes. Project’s Advisory Board provides support and coordination of the Government efforts, international and national organizations, enterprises and institutions regarding implementation of resource efficient and cleaner production methodology and practice in Ukraine. It includes representatives from a number of ministries, National Bank of Ukraine, regional authorities and Local Government city Kyiv, Ukrainian League of Industrialists and Entrepreneurs, Ukrainian Chamber of Commerce & Industry, NTUU «KPI», large enterprises and industry associations of Ukraine.
